Mr. Church serves as the CIO for the Information Analysis and Infrastructure Protection (IAIP) Directorate of the Department of Homeland Security (DHS). He is responsible for all matters involving formulation, development and execution of IAIP's Information Technology management program.

Mr. Church's responsibilities have a directorate-wide impact and influence, which includes providing innovative and expert leadership in the establishment and implementation of a comprehensive IT management acquisition strategy, and for development, coordination, and dissemination of plans.
